Zimbabwean Sutlach

Yes, I know, Sutlach is a Jewish dish... In fact, its a Turkish-influenced dish — basically a rice pudding — of the Sephardic Jewish population of the Island of Rhodes. When the Italians took over the island in the 1930s anti-Semitic laws were introduced and the Jewish population were forced to flee or were killed. One of the places that they fled to was Zimbabwe (then Rhodesia). This dish is still made by the Zimbabwean Sephardic population and it has entered Zimbabwean cuisine. As many Africans are lactose intolerant, these days it is, as often as not, made with coconut milk instead of cow milk. But I give the original recipe here.
Ingredients:
125g rice flour
1.75l whole milk
200g sugar
1 tbsp ground cinnamon
1 tbsp rosewater
Method:
Pour the rice flour into the bottom of a heavy-based pan then work in a little of the milk until you have a smooth paste. Place over low heat then gradually work in the remaining milk. Bring the mixture to a simmer, stirring constantly and cook until the mixture begins to thicken.
At this point add the sugar and continue to simmer as gently as possible for 15 minutes, stirring constantly. When the mixture is thick, take off the heat and stir in the rose water. Divide between serving bowls, sprinkle a little cinnamon over the top and serve immediately.
