Combine the water, tea, cardamom and fennel seeds in a large saucepan. Bring the mixture to a simmer then cover and cook over low heat for about 3 minutes.
Now add the milk and continue simmering for 2 minutes more. Strain the liquid then pour into tea cups before adding sugar or honey to taste. Serve immediately.
