Mix together the flour and oil in a small saucepan to form a roux. Cook this, stirring constantly, over medium heat for about 4 minutes.
Reduce the heat and continue cooking, stirring constantly, until the mix turns a reddish brown (about 10 minutes). Scrape the cooked roux into a 2l slow cooker (crockpot) then stir-in all the remaining ingredients (except the prawns, rice and water).
Cover and allow to cook on low for about 8 hours then add the prawns and mix well. Allow to continue cooking on low for a further 20 minutes then serve on a bed of white rice.
