Combine the sugar and butter together in a large bowl and beat until light and creamy. Add the eggs, vanilla and salt and mix well. Meanwhile melt the chocolate chips in a bain-marie or a microwaveable dish. Add the melted chocolate and the flour to the butter mixture and beat until smooth. Pour the resultant mixture into a well-greased 22 x 22cm tin.
Make the topping by combining the cream cheese, sugar and butter together until creamy. Add the eggs, milk, flour and almond extract and beat well. Stir-in the remaining chocolate chips (halved) and pour over the brownie base.
Place this in an oven pre-heated to 180°C (350°F/Gas Mark 4) and bake for 40–45 minutes. Allow to cool completely and turn out onto a wire rack. Cut into small squares and refrigerate before serving.
